Spectrum fc32 uneven motor speed

I'm using crazy pony little bee 20 esc's with a Spektrum FC32 and quantum 8 channel when I spin up the motors with clean flight app all four spin up evenly but when I arm and throttle up motor 4 spins up higher than the others and at full throttle they are all at different speeds shown in the app
I have put props on to flight test yet but unsure I want to attemp until I understand why
Any ideas would be great

That is normal. The PID loop is trying to level the drone (the vibrations make it think it is moving) but with no props, can't do it. Nothing to worry about.
