max buzz VTX reverts to 25

hi lads I've read all the posts read all the codes .. I can change the vtx in the OSD and I can save it and save and exit etc >
when I power down the quad the vex returns to 25 .. I have it unlocked by holding down the button > B>C>P . band channel power then holding for 5 seconds shows H
. excellent yet when I try fly and check it in the OSD of the sharks it shows 25mw again ,,, no changes in the device no alterations I have downloaded the official CLI from emax also and saved it .. about to Throw out the window here getting very frustrated .. any help please

According to the manual, you need to hold the vTX button down before you plug in to Unlock it.

yea.. sounds like you didn't really unlock it. I made the same mistake regarding OSD changes on a locked VTX. OSD says your on 200 or what ever but VTX is still on 25.
